Rural Development Capacity Initiative Grants, Deadline Nov. 12

This Notice announces the availability of $5,676,077 for competitive grant funds for the Rural Community Development Initiative (RCDI) program through the Rural Housing Service (RHS), an agency within the USDA Rural Development mission area herein referred to as the Agency. Applicants must provide matching funds in an amount at least equal to the Federal grant. These grants will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development. This Notice lists the information needed to submit an application for these funds.

Congress initially created the RCDI in Fiscal Year (FY) 2000 to develop the capacity and ability of nonprofit organizations, low-income rural communities, or federally recognized tribes to undertake projects related to housing, community facilities, or community and economic development in rural areas.

Low-income rural community—An authority, district, economic development authority, regional council, or unit of government representing an incorporated city, town, village, county, township, parish, or borough whose income is at or below 80 percent of either the state or national Median Household Income as measured by the 2010 Census.

Regional Collaboration—Multi-jurisdictional areas typically within a State, territory, or Federally-designated Tribal land but which can cross State, territory, or Tribal boundaries.

The Regional Collaboration approach is intended to combine the resources of the Agency with those of State and local governments, educational institutions, and the private and nonprofit sectors to implement regional economic and community development strategies, including the enhancement of community-based philanthropic endowments.

Rural and rural area—Any area other than (i) a city or town that has a population of greater than 50,000 inhabitants; and (ii) the urbanized area contiguous and adjacent to such city or town.

Matching funds are cash or confirmed funding commitments and must be at least equal to the grant amount and committed for a period of not less than the grant performance period. These funds can only be used for eligible RCDI activities. Matching funds must be used to support the overall purpose of the RCDI program.

In-kind contributions such as salaries, donated time and effort, real and nonexpendable personal property and goods and services cannot be used as matching funds.

Grant funds and matching funds must be used in equal proportions. This does not mean funds have to be used equally by line item.

Fund uses must be consistent with the RCDI purpose. A nonexclusive list of eligible grant uses includes the following:

1. Provide technical assistance to develop recipients’ capacity and ability to undertake projects related to housing, community facilities, or community and economic development, e.g., the intermediary hires a staff person to provide technical assistance to the recipient or the recipient hires a staff person, under the supervision of the intermediary, to carry out the technical assistance provided by the intermediary.

2. Develop the capacity of recipients to conduct community development programs, e.g., homeownership education or training for business entrepreneurs.

3. Develop the capacity of recipients to conduct development initiatives, e.g., programs that support micro-enterprise and sustainable development.

4. Develop the capacity of recipients to increase their leveraging ability and access to alternative funding sources by providing training and staffing.

5. Develop the capacity of recipients to provide the technical assistance component for essential community facilities projects.

6. Assist recipients in completing pre-development requirements for housing, community facilities, or community and economic development projects by providing resources for professional services, e.g., architectural, engineering, or legal.

7. Improve recipient’s organizational capacity by providing training and resource material on developing strategic plans, board operations, management, financial systems, and information technology.

8. Purchase of computers, software, and printers, limited to $10,000 per award, at the recipient level when directly related to the technical assistance program being undertaken by the intermediary.Show citation box

9. Provide funds to recipients for training-related travel costs and training expenses related to RCDI.

Construction costs are not eligible.

FY 2012 Public Works and Economic Adjustment Assistance Programs Opportunity, Deadline Dec. 15

EDA will make construction, non-construction, and revolving loan fund investments under the Public Works and Economic Adjustment Assistance Programs. Grants made under these programs will leverage regional assets to support the implementation of regional economic development strategies designed to create jobs, leverage private capital, encourage economic development, and strengthen America’s ability to compete in the global marketplace. Through the EDAP FFO, EDA solicits applications from rural and urban communities to develop initiatives that advance new ideas and creative approaches to address rapidly evolving economic conditions.

EDA will accept and review applications submitted under its Public Works and Economic Adjustment Assistance programs in funding cycles. To be considered during a particular funding cycle, complete applications must be validated and time-stamped by www.grants.gov by 11:59 p.m. Eastern Time on the applicable funding cycle deadline. Alternatively, paper applications may be delivered with delivery confirmation to the applicable regional office. Paper applications must be received at or before 5:00 p.m. local time in the applicable regional office on the funding cycle deadline. If your application is received after the deadline, it will be considered late and will not be reviewed by EDA for that funding cycle. EDA will not accept facsimile or email transmissions of applications.

The next four funding cycle deadlines are: (i) December 15 for funding cycle 2 of FY 2012; (ii) March 9 for funding cycle 3 of FY 2012; (iii) June 8 for funding cycle 4 of FY 2012; and (iv) September 20 for funding cycle 1 of FY 2013. Applications for financial assistance submitted under EDA’s Planning, Partnership Planning, Local Technical Assistance, University Center, and Research and National Technical Assistance Programs are not subject to the procedures and deadlines described in the FFO. The program information and application requirements for these programs will be published in separate FFO announcements. In addition, applications for any supplemental appropriations that EDA receives will not be subject to the deadlines published in this announcement. EDA will publish a separate FFO for any such appropriations.

The Agricultural Marketing Service (AMS) has announced the availability of approximately $10 million in competitive grant funds in fiscal year (FY) 2012 to be awarded through the Famers Market Promotion Program (FMPP). The FMPP competitive program is administered by the Marketing Grants and Technical Services Branch (MGTSB), Marketing Services Division (MSD) of AMS and is designed to promote the domestic consumption of agricultural commodities by expanding direct producer-to-consumer marketing opportunities.

The minimum FY2012 FMPP award per grant is $5,000 and the maximum is $100,000. An applicant is limited to no more than one grant in a grant-funding year. FMPP funding will be available for use beginning in October 2012. Project work should begin in October 2012 and end not later than October 2014. Matching funds are not required.

 Eligible applicants include:

1. Agricultural Cooperative. A group-owned or member-owned entity or business that provides, offers, or sells agricultural products or services for the mutual benefit of the members thereof.

2. Producer Network. A producer group- or member-owned organization or business that provides, offers, or sells agricultural products or services through a common distribution system for the mutual benefit of the members thereof.

3. Producer Associations. An organization or other business that assists or serves, represents, or serves producers or a producer network.

4. Local Government. – Any unit of local government within a State, including a county, borough, municipality, city, town, township, parish, local public authority, special district, school district, intrastate district, council of governments, and any other instrumentality of local government.

5. Nonprofit Corporation. Any organization or institution, including nonprofits with State or IRS 501 (c) status and accredited institutions of higher education, where no part of the net earnings of which inure to the benefit of any private shareholder or individual.

6. Public Benefit Corporation. A corporation organized to construct or operate a public improvement, the profits from which inure to the benefit of a State(s) or to the people thereof.

7. Economic Development Corporation. An organization whose mission is the improvement, maintenance, development and/or marketing or promotion of a specific geographic area.

8. Regional Famers Market Authority. An entity that establishes and enforces regional, State, or county policies and jurisdiction over State, regional, or county, farmers markets.

9. Tribal Government. A governing body or a governmental agency of any Indian tribe, band, nation, or other organized group or community (including any native village as defined in section 3 of the Alaska Native Claims Settlement Act, 85 Stat. 688 (43 U.S.C. § 1602)) certified by the Secretary of the Interior as eligible for the special programs and services provided through the Bureau of Indian Affairs.

National Fish Passage Program, Deadline Sept. 2012

The U.S. Fish and Wildlife Service (Service) Fisheries Program’s National Fish Passage Program is a voluntary, non-regulatory conservation assistance program that provides financial and technical assistance to remove or bypass artificial barriers that impede the movement of fish and other aquatic species and contribute to their decline.   The Service will implement fish passage improvement-based, cost-shared projects to protect, restore, or enhance habitats that support fish and other aquatic species and their populations.  All or a portion of project funds may be transferred to partner organizations through cooperative agreements if the Service lacks the capability to implement a project. The fish passage improvement projects that are eligible for funding are those that directly remove and/or bypass barriers to fish movement, benefit federal trust species, and those that are ranked highly by the FWS Regional Directors.

Access to the Great Lakes Fishery

Goal

The goal of the GLFT’s Access to the Great Lakes Fishery grant category is to improve or create opportunities for shore-based access to fishing for Great Lakes species for use by tribal and/or recreational users.

How This Goal is Achieved

The GLFT funds projects that create or enhance shore-based access to fishing, which includes construction or improvement of boardwalks and fishing piers with adjacent amenities such as parking and walkways.

Application Information

To submit an application, please download and follow the 2011 Access to the Great Lakes Fishery Application Guidance document, which will provide you with proposal requirements, submission and award dates, and instructions on submitting an application. Please use these instructions to complete the standard and required budget form for your proposal and to review budget definitions for access grants.

Applications are due by August 25, 2011, at 3:00 PM EST. Funding decisions will be made by the GLFT’s Board of Trustees on November 8, 2011. Applicants will be notified of funding decisions by November 23, 2011.

Grants to Improve Shore-based Fishing, Deadline August 25

Choice Neighborhoods Planning Grants, Deadline Aug. 8

Choice Neighborhoods Planning Grants will support the development of comprehensive neighborhood revitalization plans which will transform these communities into viable, mixed-income neighborhoods by linking housing improvements with appropriate services, schools, public assets, transportation, and access to jobs. The program is focused on directing resources to address three core goals � housing, people and neighborhoods. To achieve these core goals, communities must develop and implement a comprehensive neighborhood revitalization strategy, or Transformation Plan. The Transformation Plan will become the guiding document for the revitalization of the public and/or assisted housing units while simultaneously directing the transformation of the surrounding neighborhood and positive outcomes for families.

Choice Neighborhoods eligible applicants are Public Housing Authorities (PHAs), local governments, nonprofits, and for-profit developers that apply jointly with a public entity.  Tribal housing agencies, tribally designated housing entities, and individuals are not eligible to apply.

Eligible neighborhoods for Choice Neighborhoods grant funds include neighborhoods with
(1) at least 20 percent of the households estimated to be in poverty or have extremely low incomes and
(2) that are experiencing distress related to one or more of the following:
(a) high crime; defined as where either the Part I violent crime rate (measured as Part I crimes per 1000 persons) over the past three years (2008-2010) is at least 1.5 times the per capita Part I violent crime rate (measured as Part I crimes per 1000 persons) of the city or, where no city data is available, county/parish in which the neighborhood is located over the same time frame; or the rate is greater than 18 crimes per 1000 persons; OR
(b) high vacancy or substandard homes; defined as where either the most current rate within the last year of long-term vacant or substandard homes is at least 1.5 times higher than that of the city or, where no city data is available, county/parish as a whole; or the rate is greater than 4 percent; OR
(c) inadequate schools; defined as where either a low-performing public school or a persistently lowest-achieving public school is in the neighborhood or at least 20 percent of the children from the target public and/or HUD-assisted housing attend such a school.
B. Match Requirements
1. Choice Neighborhoods Grant Match. HUD is required by section 24(c)(1)(A) of the 1937 Act (42 U.S.C. 1437v(c)(1)(A)) to include the requirement for matching funds for all HOPE VI-related grants, which includes Choice Neighborhoods. You are required to have matching funds in the amount of five percent of the requested grant amount in cash or in-kind donations. Applications that do not demonstrate the minimum five percent match will not be considered for funding.

Summary: This announcement seeks to obtain proposals from Michigan cities, villages, townships and counties to implement indoor and/or outdoor lighting projects that utilize the following technologies: Light Emitting Diodes (LEDs), also known as Solid State Lighting; induction lighting; and plasma lighting — also known as High Efficiency Plasma Lighting (HEP). There is approximately $1 million available to fund an estimated 15-20 grants ranging from $30,000 to $100,000. The funding comes from the American Recovery and Reinvestment Act of 2009, Energy Efficiency & Conservation Block Grant program. Proposals are due by 3 p.m. on May 26, 2011. Internal Department process. Local unit of government sponsored projects can be considered for funding if they contribute to Department program goals and they are located on
Departmental land or linked to a trail on Departmental land. Local unit of government applications will not be considered unless the project is developed as a joint application with a
division/bureau prior to the application deadline. The Departmental division must always be the applicant.
